Driving Operational Transformation for Road Safety
Transforming smart motorway operations with automated
reporting, performance monitoring, and regulatory oversight.
Performance Monitoring
Delivered dashboards showing alert
volumes, locations, and categorisation
speeds across the smart motorway estate,
enabling informed decision-making.
Operational Efficiency
Enabled resource planning across
shifts by providing visibility of alert
trends and volumes, directly supporting
day-to-day control centre operations.
Technology Optimisation
Used performance trends to inform
radar configuration improvements
through ‘ground truthing’, improving the
accuracy of safety-critical alerts.
Regulatory Alignment
Tooling now supports national reporting
to DfT and ORR, internal performance
metrics, and safety investigations across the network.
Client Overview
A national infrastructure provider responsible for the safe and efficient operation of the UK’s strategic road network. The client’s priority was to automate, assure, and simplify operational safety reporting for stopped vehicle detection (radar-based alerting technology used across All Lane Running smart motorways). The goal was to ensure visibility of safety performance, support informed decision-making, and meet increasing regulatory scrutiny.
Problem Statement
The rollout of stopped vehicle detection radar across the motorway network
introduced a step-change in operational technology. Designed to identify stationary vehicles in live traffic lanes and emergency refuge areas, the system’s effectiveness depends on accurate alert categorisation and timely response. However, with thousands of radar alerts generated annually, the client lacked the tooling to track performance trends, allocate resources efficiently, and report reliably to key stakeholders including the DfT, ORR, and Smart Motorway Alliance.
Approach
Cross 8 implemented a structured, insight-led programme to deliver and embed a scalable performance reporting capability across the smart motorway estate.
1. Integrated Reporting Database & Dashboards
Designed a custom reporting database and suite of Power BI dashboards showing alert volumes, timing, and regional breakdowns — enabling visibility across the network.
2. Automated Data Pipeline
Delivered full automation from raw data ingestion into the client’s data lake to production dashboards – removing the need for manual processing.
3. Trend & Performance Analysis
Enabled alert pattern identification and ‘ground truthing’ of radar configurations to optimise system accuracy.
4. Operational Adoption & BAU Integration
Embedded the solution within regional control centres and national ops teams, supporting a smooth transition into business-as-usual delivery.
4. Regulatory Reporting Alignment
Structured outputs to meet reporting obligations to the DfT and ORR, and to support internal KPIs including performance-related pay.
Challenges
Deploying a new performance reporting capability for All Lane Running sections under increasing external scrutiny required careful coordination to avoid adding operational pressure. The client needed to ensure that alert performance data was accurate, trusted, and aligned with national regulatory reporting standards. Embedding the solution across multiple legacy systems and user groups also demanded a structured and agile approach to stakeholder engagement, system integration, and user adoption.
Conclusion
Cross 8’s expertise in programme delivery and operational transformation enabled the client to manage the rollout of a critical safety technology with confidence. By embedding performance monitoring into live operations, we ensured that alert trends could be actioned quickly, resourcing optimised, and outcomes reported transparently to national stakeholders.
This work now underpins regulatory submissions, supports operational investigations, and contributes directly to performance frameworks across the lient’s organisation. Unlike traditional consultants, we embedded delivery specialists directly into the client team — ensuring adoption, results, and resilience.
